L'impero britannico ha bisogno di accaparrarsi lo sfruttamento di tutto il petrolio che verrà estratto dai giacimenti del Kuwait, e il Capo dell'Intelligence Service affida tale missione ad un domestico, Totò, che con alcuni trucchi riesce a farsi preferire ad uno dei tanti agenti. Per giungere sul posto, Totò dovrà sgominare uno alla volta tutti gli agenti segreti dei diversi paesi che gli fanno concorrenza. Poi, per raggiungere lo Sceicco El Buzur, deve subire un'altra serie di peripezie nel deserto infuocato. Superate anche queste barriere tra uccisioni e tranelli, Totò, per mezzo delle trenta mogli gelose dello Sceicco, sconfigge anche Doris, una seducente spia americana della quale El Buzur si è innamorato, e riesce a farsi adottare. Fatto in seguito interdire El Buzur per infermità mentale, Totò diviene padrone assoluto dei giacimenti e si trasferisce a Napoli ove impianta una raffineria.
